28 Oct 2026: OFAC designated the Rwandan Ministry of Defence and the Zigama Credit and Savings Society under E.O. 13413. Treasury says the MoD directs the RDF deployment of thousands of troops alongside M23 (equipment, logistics, training, SAM and jamming systems), and that Zigama paid Chinese and other suppliers for RDF weapons, moved gold from M23-held South Kivu sites to Kigali and handled ‘tens of millions of dollars’ for M23 and the AFC. It notes Rwandan mineral exports exceed its domestic capacity. Follows the 2 Mar 2026 designation of the RDF and four senior officers.
